Prior Studies and Reports

Below are some of the major Vermont state government performance and operational studies and reports conducted over the past thirty years. Each report was performed using different methods of research and widely differing amounts of time and resources. We recognize that this compilation is not inclusive of all the published reports and lesser well known efforts for government efficiency, cost savings and performance improvement. However, we wanted to make these reports available for download and review. The Vermont Institute renders no specific judgment on the success, failure or merit of these reports and efforts. Rather, there is a benefit for all engaged in making Vermont government operate more effectively to have an opportunity to review the significant published efforts over the last thirty years.

1977 – Governor Snelling’s Cost Council Report [.pdf] [10MB]
During a ten week study period and with over 11,000 labor-hours involved, this report resulted in 264 specific areas of recommendation for improving government services, saving taxpayer monies and operating more efficiently.

1990 – Governor Kunin’s Efficiency and Economy Commission [.pdf] [6.7MB]
This “Making it Work” report produced 79 specific administrative improvements for managing the state’s money, physical assets and personnel.

1998 – Governor Dean’s Blue Ribbon Commission Report [.pdf] [.6MB]
Presented in December 1998, the Commission produced a report with 6 specific administrative, contracting and personnel recommendations

2002 – Resource Planning Advisory Committee DRAFT Report [.pdf] [.4MB]
This draft report summarized ideas and suggestions from state employees, VSEA unit members and the Departments of Personnel and Finance & Management staff.
